राठ में ताबड़तोड़ चोरियों पर कैसे लगे अंकुश, जब पब्लिक प्लेस में पिट जाते हैं दरोगा

हमीरपुर जनपद के राठ सर्किल में ताबड़तोड़ चोरी की घटनाएं हो रहीं हैं। जिस पुलिस से लोग चोरियों रोकने की उम्मीद लगाए हैं, उसी पुलिस के सब इंसेक्टर पब्लिक प्लेस में एक चाय पानी के दुकानदार से पिट जाते हैं। ऐसे में क्षेत्र की कानून व्यवस्था को भगवान भरोसे ही कहा जा सकता है। पुलिस हर घटना के बाद मामले की छानबीन में उलझी रह जाती है। जबकि अगले दिन ही चोर एक नई चोरी की घटना को अंजाम देकर पुलिस के लिए चुनौती खड़ी कर देते हैं।

राठ व मझगवां थाना क्षेत्र में एक के बाद एक चोरी की घटनाओं को अंजाम दिया जा रहा है। गृहस्वामी सोते रह जाते हैं, जबकि चोर घरों में घुस कर नगदी व जेवरातों पर हाथ साफ कर देते हैं। चोरी के खुलासे व अपना गया हुआ धन पाने के लिए अगले ही दिन पीड़ित प्रार्थना पत्र लेकर थाने पहुंच जाता है। हर एक वारदात के बाद पुलिस की सिरदर्दी भी बढ़ती जा रही है। यहां देखने वाली बात यह है कि पीड़ित चोरी गयी रकम व जेवरात की असली मात्रा से करीब डेढ़ गुना ज्यादा लिखाने का प्रयास करता है। उस भले मानुस को यह भी पता होता है कि पुलिस घटना का खुलासा कर भी दे तो नाममात्र की बरामदगी ही हो पाती है।

चोरों की चुनौती के सामने फिलहाल तो स्थानीय पुलिस असहाय दिखाई दे रही है। इस सब मे एक खेल जरूर देखने को मिल रहा है। जहां पीड़ित चोरी गए माल से डेढ़ गुना ज्यादा बताता है वहीं पुलिस उससे ढाई गुना कम कर मामला दर्ज करने का प्रयास करती है। मामला दर्ज होने के बाद भी कहानी वही रहती है, आखिर चोर को पकड़ कर कौन लाए। अब चोर खुद ब खुद तो थाने पहुंचने से रहा। यदि पीड़ित से कोई उम्मीद की जाए तो बेमानी होगी। जो व्यक्ति घर मे लेट कर चोरी करा लें, अपने खुद के घर की सुरक्षा का इंतजाम न कर पाए, उससे हम क्या उम्मीद लगा सकते हैं। अब बात आती है पुलिस की, जिसकी नियुक्ति भी इसी लिए की जाती है कि अपराधों पर अंकुश रहे। उस पुलिस की हालत तो पीड़ित से भी गई बीती होती ज्यस रही है।

रविवार को राठ कोतवाली के एक जांबाज सब इंसेक्टर एक चाय पानी के दुकानदार से मार खाकर विभाग की नाक कटा ही चुके हैं। इन जांबाज सब इंस्पेक्टर का नाम है दिनेश कुमार सिंह। इनका कहना है कि रविवार शाम को चायपानी की दुकान पर लॉक डाउन का पालन करा रहे थे। मतलब खुली हुई दुकान बंद करा रहे थे। बताया जाता है कि उक्त दुकान पर देर शाम अराजकतत्वों का जमावड़ा लग जाता है। तो जांबाज दरोगा लॉक डाउन के पालन की हिदायत देते रह गए, जबकि दुकानदार ने उनके सिर पर डंडा दे मारा। दरोगा अपने सिर से निकलते खून को देख इस कदर घबड़ा गए कि उनमें आरोपी दुकानदार को पकड़ने की भी कुब्बत नहीं रही। दरोगा को घायल करने के बाद आरोपी मौके से भागने में भी कामयाब हो गया।

दरोगा की पिटाई के बाद हो रही पुलिस की किरकिरी बचाने के लिए एसपी ने उन्हें पुलिस लाइन बुला लिया। यहाँ हमलावर को पकड़ने के लिए पूरी कोतवाली की पुलिस फोर्स दो दिन से जोर लगाए है। किंतु पुलिस का हमलावर हत्थे ही नहीं चढ़ रहा। वहीं कोतवाल राजेश चंद्र त्रिपाठी ने बताया कि एसआई पर हमला करने वाला आरोपी राठ के अतरौलिया मोहल्ला निवासी पवन राजपूत है। जिसके खिलाफ गालीगलौज, मारपीट व सरकारी कार्य मे बाधा डालने सहित विभिन्न धाराओं में मुकदमा लिखा गया है। कोतवाल का कहना है कि आरोपी को जल्द ही गिरफ्तार कर लिया जाएगा। यहाँ सोचने वाली बात यह है कि आखिर एक साधारण दुकानदार की पुलिस उपनिरीक्षक पर हमला करने की हिम्मत कैसे हो गयी। मार खाये दरोगा को ही लाइन पर क्यों भेज दिया गया। कहीं ऐसा तो नहीं कि मामला जितना सीधा दिखाई दे रहा है उतना सीधा हो न।
