हमीरपुर जनपद के राठ व सरीला क्षेत्र में बिच्छू गैंग की जड़ें मजबूत होतीं जा रहीं हैं। यह गैंग आएदिन अराजकता का माहौल उत्पन्न करने में लगा है। इस गैंग के अधिकांश सदस्य किशोर आयुवर्ग से हैं। जो नाबालिग होने के चलते कानून के तहत सजा से छूट पा जाते हैं। क्षेत्र के अधिकांश गांवों तक इस गैंग का जाल फैल चुका है। इस गैंग का मास्टरमाइंड एक कम उम्र की लड़की बताई जा रही है। किसी भी एक सदस्य से विवाद होने पर पलक झपकते ही दर्जनों बाइक सवार किशोर तमंचा, हॉकी लेकर मारपीट करने पहुंच जाते हैं।

राठ क्षेत्र में नाबालिग बच्चों को बाइक व मंहगे मोबाइल देना नवधनाढ्य वर्ग का शौक बन गया है। गरीबी में जीवन यापन करने के बाद धनाढ्य बना यह वर्ग अपने ही बच्चों के भविष्य के बारे में सोचने में सोचने में अक्षम है। माता पिता की इस दरियादिली का उनके नाबालिग बच्चे भरपूर उपयोग कर रहे हैं। कम उम्र की अविकसित मानसिकता के साथ यह बच्चे जाने अनजाने अपराध की ओर रुख कर रहे हैं। ऐसे ही कुछ किशोरों ने करीब 2 वर्ष पहले फिल्मी दुनियां से प्रेरित होकर बिच्छू गैंग बनाया था। देखते ही देखते इस गैंग में सदस्यों की संख्या बढ़ती गयी। आज हालात यह हैं कि शायद ही कोई ऐसा गांव हो जहां बिच्छू गैंग की पहुंच न हो।

इस गैंग का एकमात्र शौक खुद की दहशत कायम कर अपना बर्चस्व स्थापित करना है। इस गैंग का काम करने का तरीका भी बेहद रोचक है। गैंग के किसी भी सदस्य का विवाद होने पर उसी क्षेत्र के मेंबर उसकी मदद को पहुंचते हैं। फोन पर बुलावा मिलते ही दर्जनों बाइक पर सवार यह किशोर कुछ ही मिनटों में मदद को पहुंच जाते हैं। बिच्छू गैंग बाकायदा तमंचे, हॉकी, लोहे की चैन आदि से सुसज्जित होती हैं। अपने सदस्य का जलवा बनाने के लिए मारपीट करने में इन्हें देर नहीं लगती। इतना ही नहीं यह अपनी हनक बनाने के लिए गोलियों की तड़तड़ाहट करने से भी नहीं हिचकते।

बीते करीब दो माह तक इस गैंग का सबसे ज्यादा आतंक चिकासी थाना क्षेत्र के सिकरौधा, बंगरा आदि गांवों में रहा है। जहां आएदिन मारपीट व फायरिंग की घटनाओं को अंजाम दिया जाता था। इस समय यह गैंग सरीला क्षेत्र में सक्रिय है। गैंग के सदस्यों की सक्रियता व दुस्साहसिक वारदातों के कारण खासी दहशत रहती है। लोग सब कुछ जानते हुए भी इस गैंग के बारे में कुछ भी कहने से कतराते हैं। बिच्छू गैंग के दुस्साहस को देखते हुए असामाजिक तत्व इसे संरक्षण भी देने लगे हैं। जिनका एकमात्र उद्देश्य संरक्षण के नाम पर नाबालिगों से अपने मनमाफिक आपराधिक वारदातें अंजाम दिला कर खुद का उल्लू सीधा करना है।
